I’m writing a new book and I wanted to add this picture of Jan Brewer that I played with:

But someone told me that it’s illegal to put these images on books
Is it illegal?
If it is illegal: What if I’m not making any profit from this book?
If it is illegal: What law states this?

You should check with an attorney to be sure. My view is that she is a public figure so her image is not protected, and this would be fairly regarded as free speech comment or parody. So I doubt that you could be sued. But to be fair it’s not a very good way to comment. Her statements are ridiculous but your photo is equally ridiculous.
