How do Paparazzi get away with it?

I have never understood this. By copyright laws, it’s meant to be the person who is in a picture owns the copyright. Therefore it can’t be published for money in any way. So how do paparazzi get away with it?
Or am i wrong?
Your talking about a double edged sword.
The images they take keep the famous and semi famous in the spotlight…something they crave and to further their careers need.
A good publicist/ agent for any actor/actress attempting to gain their client the next big contract might start making phone calls, alerting the media that said star will be at so and such at whatever time.
Don’t for a moment delude yourself into thinking these people were caught unawares…At least 90% is staged, yes even those risky photos of topplessness by the pool are not so innocent… they know very well what their doing…
Professionals know when to back off and leave someone alone…most often its the rabid fans who intrude into these peoples personal lives and that’s where the trouble starts…
Trust me when I say if the pictures were not welcomed a ton of greedy lawyers would be knocking at the door…

The celebrities do not own the picture..Plus, most of the celebs call the paps to let them know where they will be to get their picture taken. They love the paps and know that when the paparazzi stop taking their picture their career is in the gutter.

If this was the rule
.
Then no one better be taking any pictures that has any body in it that is not family or yourself
.
The only time it can become an infringement of personal gain is when it is put into a publication of calendar cereal box front cover or Tee shirts
.
To be sold in the local retail store
.
Not in the news paper that is out only for the days publication and then become a source to start a fire in the home wood stove
