Are they illegal? no nipples are showing, just the whole side…just wondering what the rule was there.

No nipples was showing therefore it isnt considered nudity…

   Nope. That’s not considered nudity.

   If her nips were exposed yes.

   I think you should take your case to her parents allowing her out in public exposing herself.
