Why is Marianne in Liberty Leading the People bare-breasted?

Her tits are showing in the picture. My question is why.
Please help me. I’ve tried looking it up, but I keep getting no results.
What does this represent? Why is she bare-breasted? Sources would be nice.
Female figures, in particular those representing Liberty and Justice are often shown bare breasted in classical art just as male heroes are shown in standing or fighting poses because
1. Human bodies look good.
2. Artists prefer to show muscles or body shape to showing clothes.
3. They didn’t have the stupid Victorian attitudes that Americans have taken to an even greater extreme to be ashamed of the body and credit it with sexual aggression and/or so much sin we can’t even teach about the human body in the classroom, thus having the highest teen pregnancy rate in the world and even worse in Texas where I live which teaches only that idiot abstinence only education. abstinence only education
