You must have jailbroken iPhone and installed via Cydia
1.Winterboard
2.iFile

Add Cydia source http://sinfuliphonerepo.com and install cracked iFile, its free and full version :)

Open winterboard and mark user wallpaper & mark User Lockscreen

Open iFile Go /var/mobile/Media/DCIM/100apple and chooose picture.
Tap on the bottom file, copy. After that in left corner tap up, up, up

Go /Library/ Themes/User Lockscreen/. Now paste the picture you have chosen. and tap modify, then rename it as LockBackground.jpg tap done and

there you go press home button turn off press on and there it is .
To choose wallpaper under apps go to pictures and set wallpaper as normal.
